This is a stainless steel burnishing awl, which can be used to burnish the inner surface of round holes and tight corners on firm vegetable tanned leathers.
Burnishing the holes in your belts and strap work gives a very high end finish. Just add a small dab of your favourite burnishing substance (eg Tokonole or gum tragacanth) and twist the tool carefully in the hole to polish up the internal surface. A similar technique can be used to polish the edges in tight internal corners on wallets and cases.
